According to Pledging Allegiance: American Identity and the Bond Drive of World War II, by Lawrence R. Samuel, President Franklin D Roosevelt was not only the first president to buy a Series E bond, he was also the first person to buy one (page 19). I hope I'm not doing your homework for you.
