Can I buy a paper savings bond online?

I personally prefer getting paper Savings Bonds through the mail. I am not interested in TreasuryDirect’s electronic Saving Bonds. Can I invest in paper Savings Bonds online?

The only method for obtaining paper Savings Bonds as of January 1, 2012 is to use IRS Form 1040 to request that your tax refund be used to buy paper I bonds.
FDIC Insured Certificates of Deposit can pay 1 or 2% more than savings bonds when held for a similar length of time. See top CD Rates Below:
